After implementing the Office 365 add-on for ActiveRoles Server only new users are able to have an Office 365 license applied. Users that existed before the add-on was installed will show an error in the Quick Connect workflow steps advising that the usage location attribute is not set for the user.
Cause
The usage location attribute only gets added to ActiveRoles Server once the Office 365 add-on for ActiveRoles Server is installed. This means that any users that existed before this was installed would not have the usage location attribute set as this attribute did not exist at this time.
Resolution
Follow the steps below to manually set the usage location code attribute. Once this attribute is set the usage location attribute will be populated.
Open the affected user's properties within the ActiveRoles MMC
Click on the object tab
Select advanced properties
Check the all possible attributes
Check the include empty attributes
Type in location
Double click on usage location code
Enter the country code, for example the United States is US
