When copying the user in the Active Roles Console, the UPNSuffix which exists on the original User is reflected on the new User about to be created.
In contrast, the Active Roles Web Interface does not copy over the UPNSuffix value which is populated on the original User.
If any Active Roles PGV policy is in play which is shaping this value, it is respected by both Active Roles clients.
This is expected functionality.
Enhancement Request VSTS105487 has been created to possibly change this product behaviour in a future release of Active Roles.
WORKAROUND 1
Change the UPN Suffix manually while copying a User object using the Active Roles Web Interface.
WORKAROUND 2
Set a policy which shapes desired the UPN Suffix value.
