When the Management History is being synchronized, why is the ARS service unavailable? (4321683)

When the Management History is being synchronized from the Publisher to the Subscriber, why is the Active Roles service on the Subscriber unavailable?  Since the configuration database is currently available the Active Roles service should be available.

This is a design limitation by SQL. Currently the Microsoft SQL replication model does not offer the option to merge results during initial snapshot replication. As result if any changes occur during this sync they will be lost. Therefore to avoid any loss, Active Roles is unavailable during this synchronization period.

STATUS

Currently there is no resolution to the Microsoft SQL design.
