Left and top navigation bar is missing when configuring home page command to open as a URL on a frame. (4381722)

Steps to reproduce:

1. In the left nav pane of a Helpdesk Web Interface, open the Customization section and select Directory Objects.
2. On the right pane, select Customize Home Page.
3. Click the Add button to add a link.
4. Enter a name, and enter a URL to open.
5. Open the Advanced properties section, and check for "Open the URL in a frame".
6. Click the Reload link from the left pane Customization section.
7.  Access the Helpdesk site home page and click the newly-added link. 

Top navigation bar and left navigation pane are not included even though the option to display in frame is selected.
