WORKAROUND: 

Try joining manually on the client system by running a similiar command

/opt/quest/bin/vastool -u <admin> join <yourdomain.com>

You can add extra flags if necessary for your environment such as -c <container> or -f  to force.

RESOLUTION:

1 - Had to remount /tmp and reboot

Check that the client has a /tmp directory mounted, is mounted as read-write (rw), allows execution (exec) and has sufficient free space available (~30mb).  Check mount with mount | grep tmp command.  There should be no noexec or nosuid flags set.
