Password Manager users need to be configured for Starling 2FA in workflows.
This is found in Password Manager "Under Home - Self Service Work Flows"
Be sure that users have the mobile and email attribute set in Active Directory prior to enabling Starling 2FA for them. Without these attributes set users will not be able to access Password Manager after enabling 2FA.
