This is expected behavior.
The user will not be registered in Starling 2FA until the first use by the user.
- User registers with Corporate Authentication in Password Manager
- Password Manager shows successful Corporate Authentication
- User does not appear in Starling 2FA dashboard
- User logs in to Password Manager Self Service site
- User chooses a Workflow that contains Authenticate with Starling 2FA
- User will then be registered/created in Starling 2FA
- Authentication will proceed using the chosen 2FA method (SMS, Phone, Token)
