Unable to manage SYS account password after Oracle DB upgrade to 12c R2 or 19. All other accounts on the Oracle system can still be managed by TPAM after the upgrade.

Lösung
1. To manage the SYS account, the TPAM functional account for the Oracle 12c R2 or 19 system needs to be SYS, per the Oracle KB below:

2. In TPAM under the System's "Details | Information" tab; Set the "Extra DB Connection String:" value on the Oracle 12C R2 or 19 system to be:
dba privilege=SYSDBA
Once both of these settings have been made, all accounts on the Oracle system including the SYS account can be managed.
