Resolution
In 5.8.1, the Web Service API call for AddSoftwareTokenToUser method does not function.
This has been confirmed with TFS 596050 and has been corrected in Defender 5.8.2; from the 5.8.2 Release Notes under the section "Resolved Issues":
"The AddSoftwareTokenToUser method in the Web Service API does not work. 596050"
