Web page will not load when using the ISAPI filter (4349721)

The message being received when loading the page is:

"Server Error in Application

HTTP Error 404.3 - Not Found"

"The page you are requesting cannot be served because of the extension configuration. If the page is a script, add a handler. If the file should be downloaded, add a MIME map."

ASP is not installed as a service role for IIS.

Using Server Manager, choose to "Add Role Services" for Web Server (IIS).  Select ASP from the "Application Development" section and install it. 
Note, ASP.NET is not the same as ASP, and installing ASP.NET does not install ASP
