If customer set's the default password rule to allow special characters and accept the default set of special characters, then add a TPAM user with local authentication and try to set a password using the "-" sign (hyphen) then TPAM gives a message stating that a special character must be used and displays the default set of special characters which includes the "-" sign.
It does not matter where in the password the hyphen character is placed, TPAM does not recognise "-" as a valid character.
