How to troubleshoot importing licensing issue ?
To turn on tracing:
1) pmlicense -z on
2) Run the license import utility ( License.xml file copied over to /tmp):
pmlicense -l /tmp/License.xml
3) In /tmp a file named pmlicense.trc will be generated. Please send it to support for analysis.
4) pmlicense -z off

The two most common reasons for QPM4U licensing issues are:
* No valid hostname, so pmlicense cannot perform a reverse lookup to check the IP of the box.
* Bad formatting of the license file. This can be caused by copying and pasting of the contents of the original license file, FTPing as ASCII (instead of binary) or opening the file with a text editor which embeds hidden characters, such as ^M.
