ERROR: Could not create permission re-assignment list. Details:
ERROR: Missing mapping data. Cannot proceed.

Cause
The error is occurring because none of the local users match up with AD users.

Résolution
when using OAT, the usernames locally must match the AD username. The AD group to match the local group exact name.
A manually match file would have to be create for oat to work.
