Determine if the account can be managed by TPAM or if the managed account in managed system is disabled. Run a Password check on the managed account to determine if there are additional information to confirm the issue.
Rebooting all TPAM and Cache appliance will help to force replicate all password and permissions to the cache appliance. This should be attempted if the issue is inconsistent or can be isolated to specific api script from specific workstation.
