Option Set single user mode in Transporter does not work (4381183)

In versions 9.3.x, the Database Transporter now has a feature to create transport files without enforcing Single-user mode (SUM) 

• Behavior 1: Create a transport of a DialogTable entry while "Set single-user mode to:" is set to off. 
  • Expected to not enforce SUM but it is enforced.
• Behavior 2: Create a transport of an Org or Eset while "Set single-user mode to:" is set to on. 
  • Expected to enforce SUM but it is not enforced.

Defect ID 545740 

Workaround to not enforce Single User Mode:

DBTransporterCMD.exe with the -U parameter works as desired to turn off the single user mode request.
