DBQueue Agent physical dependency lock permanently blocks downstream tasks (4384293)

1. Deploy Identity Manager v10.0 LTS or 9.3.x with IT Shop configured
2. Have a busy IT Shop environment with continuous approval requests flowing through QER-K-ITSHOPOrder-RESET
3. Observe that QER-K-ShoppingRackCheckDecision and QER-K-ShoppingRackMakeDecisionEX are never processed (Generation = 0 in DialogDBQueue)
4. Check QBMDBQueueTaskMetric: these tasks show items pending but are never picked up by the DBQueue agent

Physical dependency lock counter (_taskCandidateLocks) stays positive indefinitely because predecessor task never drains to 0 between overview cycles.
