If one of the RAS properties will be changed in Manager tool, i.E. 'Dial-up permitted' the value does not affect its corresponding property in the target system (AD).
Also when the value will be changed directly in the TargetSystemBrowser, the value will be switched back promptly.
When you create a new Active Directory system connection, you can set the access to RAS properties in the Connector features.

This can be done at the creation time of the Active Directory SyncProject. The setting will be stored in a SystemVariable Set in connection to the SyncProject.
It might be checked via SQL:
SELECT * FROM DPRSystemVariable WHERE DisplayName = 'EnableRAS'
It can be allowed afterwards in the SyncEditor in the Variables section of the SyncProject; the variable 'CP_ADEnableRAS' has to be set to 'True':
