The decision if the Jobserver uses a REMOTE PowerShell or a LOCAL one depends on the given Exchange server and the Exchange sync server in the master data of the domain:
A REMOTE PowerShell is used if the given “Exchange synchronization server” is marked as “Exchange Server”:
If the sync server is NOT an Exchange server the Jobserver uses a REMOTE PowerShell.
