After installing Password Manager you try to add your domain to the User Scope and get the following error:
"The server is not operational"
If you try to add your domain to the Password Policy you get the following error:
system.runtime.interopservices.comexception(0x8007203a): the server is not operational.
A similar error in the event log:
WORKAROUND:
Confirm there are no connectivity issues between the Password Manager server and the Domain Controllers (network issues, firewall, etc). Also confirm all DCs are in proper working order with no issues.
If you are installing on a Domain Controller ensure the account you installing as, as well as the service account, are members of the domain built-in Administrators group.
If you still get the error after confirming there are no environmental issues, please try installing on a member server and not a Domain Controller.
However it the error only appears once in the event log and Password Manager is still functioning, most likely the connection to one DC was lost and Password Manager has since connected to another DC.
