As per the documentation, TPAM 2.5 must be configured to be in UTC.
When the rules are evaluated, any times used from the TPAM appliance will be UTC.
Any query from a Ticket System should be modified to be UTC coming out of the ticket system (with adjustments for DST if required on the Ticket System side).
