The Administration Service is unable to start because the encryption key is missing from the Active Roles database.
This can be the result of database corruption or incorrect modification.
This issue may be resolved by restoring the entire SQL database from a SQL backup file.
It is also possible to restore the encryption key from a backup file or to reset it.
