A Server licence is counted when a client (Unix, Linux, or Mac) that multiple users are accessing concurrently is joined to the domain.
A Workstation license is counted when a client that is only accessed by a single user at a time (typically a laptop or PC running Mac OS or Ubuntu) is joined to the domain.
Note that User licenses are no longer required and all valid licences allow for an unlimited number of users regardless of the user licences specified in the license file. Older licenses still showing a combination of license types can still be used and that multiple license files can be installed.
