WORKAROUND: Install TPAM 2.5.914; this includes BFER 6769 to correct this issue.
Other possible workarounds:
Manually run the "Rebuild Assigned Policies: after adding the account via '/tpam'; "Management | Rebuild Assigned Policies | Run Now"
-Assign the permissions at the System level.
