Is there a way via the Control Center for users to see the Authentication Services Group Policy settings only without the need for edit permissions? (4261493)

There is not any access control functionality built into the Control Center. Permissions are managed by AD. If a user isn't able to view/edit the policies via the GPMC they won't be able to via the Control Center. Within the Control Center however there is a  "Settings Report" section? You can view what specific settings a policy has via that report with a non Domain Admin user.

Open the Control Center - Group Policy - Select Policy - Click "Settings Report" under Actions.
