Within the General Settings: Admin site -> management policy-> user enforcement rules-> select any of the e-mail options-> click the selected language and change it, if the desired language is already in the list of languages, select delete language first.
Unfortunately deleting the language caused the mail to return to the original English US language therefore copy the language from the original template into notepad before deleting it.
Once deleted select default language and select the desired langue from the list.
Paste the copied text into the default language.
