Description
When attempting to create an object using the Active Roles Synchronization Service, the creation fails with the error:
String to quote cannot be empty

Cause
The Rules to generate unique object name are not set or are invalid. -
Resolution
In the Workflow, under the Target section, check the Rules to generate unique object name. It is required that there be a some value here and that it results in a computable result for all objects being created.
The value generated here is used for the name (cn) in Active Directory.
