The Validation Policy will not check Attribute Values unless that Attribute is modified by a User.
Resolution

This is by design and the following Enhancement Request has been created to possibly change this in the future:

Enhancement Request TF00774079: Validation Policy should verify a Attribute Value even though it's not modified by a User.
