Resolution
The Active Roles MMC Console can be connected to a different version instance temporarily during an upgrade activity. This process should only be used as an interim measure and it is not suggested to be used long-term.
One item to note is that an error will be experienced upon attempting to access any workflows. "Exception of type 'System.Exception' was thrown."
