Attempting to create an Azure Contact using the Active Roles Web Interface completes without an error, and shows successfully completed. When viewing the Contacts within the Office 365 portal, the contact is not present.
This has been identified as a documentation error TF00115006.

STATUS
This is not currently a supported Active Roles feature and was removed for functionality in Active Roles 7.3.1.
