When installing a Safeguard Authentication Services (SAS) license via the cli, the following error is reported

ERROR: Installing license locally failed with:
"Operation not permitted" (error 1)

The format of the Authentication Services licenses changed with the release of SAS 5.x
The 4.x licenses have a “.txt” file extension and the 5.x licenses have a “.dlv” file extension
Authentication Services 4.x is installed on the host and the license is for SAS 5.x
The license is incompatible with the version of Authentication Services installed on the host.
Either upgrade Authentication Services to SAS 5.x
