WI: self-service site displays the country field as open instead of greyed-out. (4276183)

You may have noticed that the WI’s self-service site is currently displaying the country field as open instead of greyed-out, when the end user lacks the relevant permissions. The end user can see and select a country from the list, but the value/change is not stored/saved as the permissions are not present.
