Starling Two Factor Authentication is not requested when the user is in the users.starling file.
Only a password is required to logon to the server even when the user is in a group shown under the 'SAS starling groups' section in the output of the following command:
# /opt/quest/bin/vastool info acl
The 'vastool status' output shows:

INFO: SELinux enabled (Enforcing), vasd policy is NOT installed.
WARNING: vasd policy is NOT installed and Starling Two-Factor Authentication has been configured.
This will cause issues with Two-Factor authentication. Please run vastool configure selinux to fix this issue.

Cause 2:
The user does not have the correct attributes configured in Active Directory.
Resolution 1:
Run the following command as root to configure the Authentication services SeLinux policy:
# /opt/quest/bin/vastool configure selinux
Resolution 2:
Check the user in Active Directory Users and Computers to ensure that the Mobile number and Email address attributes are configured.
By default the attributes are:
mobile
