Cause
This happened because the ADUC MMC is not installed on the machine. -
Resolution
Install the Microsoft Windows Server 2003 Administration Tools Pack (adminpak.msi) on the machine.
The adminpak provides server management tools on Windows XP Professional or Windows Server 2003 family machines, allowing administrators to remotely manage Windows Server 2003 family servers. -
