When attempting to configure Helpdesk workflow the following error occurs: Q&A policies are violated with scenario ‘{0}’ in configuration set ‘{1}’

This message is cause by not having a Helpdesk question or a user defined question within the Q&A profile settings
WORKAROUND:
This message is caused by not having a Helpdesk question or a user defined question within the Q&A profile settings. Therefore to resolve the issue, add a Helpdesk question or a user defined question within the Q&A profile settings or remove "authentication with Q&A question" from the workflow.
Please note that removing "authentication with Q&A question" from the workflow will remove the Helpdesk ability to very a users identity using that method.
