When creating a new UserID is it possible for an admin to set a password unexpired password? (4247857)

When a new user logs on for the first time their password is expired and they are prompted to change it ""Your current password has expired. You will be redirected to the "Expired Password" page momentarily." is it possible for an admin to set a password that will not need to be changed on first login?

WORKAROUND

None. This is not possible, any accounts that user Local primary authentication will have expired passwords when newly created. The password will also be expired, if changed by another user
