Resolution
The Syslog-ng Windows Agent is not included with Syslog-ng PE 7. The latest Syslog-ng Agent for Windows is included with the latest Syslog-ng PE 6.0.x version. You can find those downloads here. You will need to select the latest 6.0.x version. The latest syslog-ng PE 6 Agent is fully compatible with PE7.

Until One Identity releases a Windows Agent for PE 7, the PE 6 version will remain fully supported and will receive regular security updates as part of the syslog-ng 6 LTS branch.
