When the Reset Password form is configured as Read Only in the Active Roles Web Interface, users correctly can not enter any new password information or reset passwords, however the Finish button is available.
When clicked, the following success message is observed:
The operation is successfully completed.
WORKAROUND
Uncheck the Read Only flag on the form, and remove the user's delegations that allow the user to reset passwords.
