Cause
Unix error 23 is described as #define ENFILE 23 /* File table overflow */
When the system itself can open no more files, this is the error returned.
So basically QAS tried to make a socket file and failed. -
Resolution
This is an issue with the operating system as the max file descriptor limit was reached.
Reboot the system. If problem persist, contact the operating system vendor for assistance.
