sshd not filtering correctly with match group

sshd bz#1315 negative searches without a positive search do not work.

A match command will only work if the search string contains at least one term that will match positively.

Add a positive match group to the line.

For example:Match Group "term1,term2,term3..." will only work if at least one of termN is not prepended by !. Thus,

Match Group "!VAS,!Accounting" will not work, but Match Group "!VAS,!Accounting,Linux-users" works .

Note no ! in front of Linux-users making it a positive search
