When does the "rebuild assigned policies" job run against accounts (4293302)

- When does the "Rebuild Assigned Policies" job run against accounts added into TPAM.

- Permissions are not propagated as expected after adding a new account to TPAM password management.

The rebuild assigned policies process is triggered automatically when:

1.            Add/drop collection members when that collection has permissions assigned

2.            Changing any policy assignment

3.            Deleting/Undeleting an account

4.            Deleting/Undeleting a system

5.            Modifying some Global Settings
