There is an issue when performing an In-Place upgrade from 5.8.2 to 5.9.x either when the hotfix SOL_318158 or SOL_319838 are present where Password Manager 5.8.2 has been installed in a different path or drive from the default location "C:\Program Files\One Identity\Password Manager\".
WORKAROUND
Before performing an in-place upgrade make sure that the registry key InstallDir located under HKEY_LOCAL_MACHINE\SOFTWARE\One Identity\Password Manager is configured to the current Password Manager folder installation.
