WORKAROUND 1:
1. From Internet Explorer, select "Tools" and "Internet Options" from the menu.
2. Select the "Advanced" tab
3. Under the "Security" section, enable the "Do not save encrypted pages to disk" option
4. Click "Apply" and "Ok"
5. Restart Internet Explorer and try to download the file again.

1. Open Registry Editor on Windows XP 32-bit workstation
2. Browse to the location: "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\"
3. Create a DWORD key "BypassSSLNoCacheCheck"
4. Set the value of this new DWORD to "1"
5. Restart Internet Explorer and try to download the file again.
