Cause
Issue with SSH configuration on users PC.

Resolution
On the users PC who is attempting to connect using PSM in their user profile .ssh folder containing a public/private DSA SSH authentication Key.
Moving all files from this directory (id_dsa id_dsa.pub known_hosts) problem is resolved. Restoring these files in the same directory, the issue is present, and the user is no longer able to open SSH/RDP sessions through TPAM appliance.
