Password Self-Service site shows the error message "reCAPTCHA service is not available. Please contact Administrator." and the verbose logging shows the following "Error Description: ReCaptcha Server is not available"

Cause
Networking connectivity issue (proxy/firewall/DNS). -
Resolution
Password Manager validates Google availability sending a ping to www.google.com.
