"Building startup information is in progress" when attempting to connect to the service -
Description
When using any Active Roles client (Web Interface, MMC, PowerShell, etc.) to connect to the Active Roles service, the following error message is encountered:
The ActiveRoles Administration Service is not available. Administration Service encountered an error when searching the container object 'CN=Schema,CN=Application Configuration,CN=Configuration'. Building startup information is in progress. Wait until the information is built, and then try again.

Resolution
It is expected that this message will be encountered for a brief period following a service restart. The larger and more complicated the environment, the longer this period will be. In addition, if there are environmental issues and one or more Domain Controllers cannot be contacted, this period may be longer than usual.
Event ID 1006 will be posted to the Active Roles Event Viewer logs when the building process is complete. If this event ID is encountered many times over a brief period without the service being restarted please see this solution.
