When adding an account through the import accounts function (Systems, Accounts & Collections | Accounts | Import Accounts) the account will not be added if the scheduled change date is the same day as the import.
Even using batches with scheduled resets for same day with 6 or 8 hours past the current system time will not work. Importing accounts with scheduled changes for future dates will allow the batches to work.
As TPAM will not allow you to set the change date to the same day, you'll have to run a batch update for newly imported accounts once they've been imported.
By default, the batch import process schedules a password reset for the day following the import of a new account for the Change Time (time of day) which is either set for the account in the import file or inherited from the "Change Time" set at the system.
So, for accounts you are importing you'll need two files: the csv file to import the accounts and then a csv file to update the accounts to set the next scheduled change date to that day. You'll first import the accounts using the import file and once the import is successful use the other file to update the change date for those newly imported files.
