Active Roles Policies do not apply to users who are deprovisioned.
Cause

This is expected behaviour and is by design. Active Roles Policy rules do not apply to deprovisioned objects unless they are inserted into a Deprovisioning Policy and the deprovisioned user is within scope.
Resolution

Create or modify a Deprovisioning Policy as desired.
