Cause
The Web Interface is set to use a specific service name. The setting in Settings.xml has a value of EDMServiceType="2".

Resolution
WORKAROUND:
On the affected Active Roles server:- Go to the following folder:
C:\Program Files\One Identity\Active Roles\<PRODUCTVERSION>\Web\Public\xml\Settings.xml - Find the line that says
EDMServiceType=. - Change its value to
"0".
This makes the Web Interface use the local Active Roles service.
- Restart the server and try accessing the site again.
