The issue occurs when setting no limits for the Maximum Password Length and setting the Special Characters Disallowed rule to 1-128.
Status:
The Password Manager product team has raised defect #650531 to include a fix in a future version of Password Manager.
Workaround:
Matching the Maximum Password Length and the Special Disallowed Characters last position (128) does not trigger the issue:
