Incorrect compliance violation after (two parallel) requests (4381875)

Steps to reproduce:

1.) Create a compliance rule that is broken if a user receives two specific entitlements at the same time, see TNQ92/Identity audit/MH SAP Role Membership
2.) Make both entitlements orderable with a workflow that includes compliance check and exception approval, e.g. on TNQ92 "Compliance checking simplified"
3.) Order both entitlements
4.) Both orders are submitted to the exception approver for a decision, one is approved and the other rejected.

Expected result:

There is no compliance violation because the user has only received one of the two entitlements.

Actual result:

A compliance violation occurs.

This is a product defect (461743).

WORKAROUND:

None
